Job Purpose

  • Deputy to FSO Lead for FSO operations, liaising with all departments regarding FSO management 
  • (C&P, maintenance, marine logistics, export team).
  • Assist FSO Lead in all matters regarding storage, export operations, and marine or maintenance activities.
  • Provide operational inputs and guidance to internal and external entities enabling them to deliver on business objectives.
  • Drive consultations with Lead, FSO supporting terminal’s marine maintenance program.
  • Technical advisor to Lead, FSO related to export operations.


CONTEXT AND ENVIRONMENT


The Senior Marine Engineer is responsible for assisting the Lead FSO in setting operational and HSE efficacy and reliability of storage and export operations. The position is office based with regular visits to FSOs, 
shipyards and various vendor locations.

NOC Corporate Office: Doha, Qatar 

Role Specifications:

 

  • Two FSOs three million barrels storage, three export single point moorings, one back-up buoy, two workboats, two Laboratories
  • Oil export: 170 cargoes per year (85 million barrels of export crude)
  • Deputize for Terminal Head.

Reporting Relationships:

 

  • Lead FSO Day to Day Operations

ACTIVITIES

 

  • Drive an Incident Free environment / mindset within the team and with all colleagues
  • Support FSO Lead in implementing a sustainable HSE culture through FSO contracts and bridging
  • documents and compliance with NOC and FSO party HSE Management System and Policies.
  • Support FSO Lead to control and challenge contractor performance in day-to-day operation, organize quarterly meetings between NOC and contractor.
  • Support FSO lead in verifying ability of the contractor to provide, implement internal inspection and audits such as condition assessment by specialized third party.
  • Give guidance and instructions to pay bonus to FSO ship managers as per Operational KPIs or suspend or reduce hire rates as per contract terms to Finance and C&P.
  • Support FSO Lead in managing marine offloading operations, export means management such as, metering compliance (FSO interface with methods & performance metering team), pilotage, towage, export lifting management in operations.
  • Support Senior Terminal Supervisors, export team and marine maintenance or other departments in the day-to-day operations.
  • Implement and verify all Al Shaheen regulatory Local and international compliance.
  • Co-owner of port procedures and marine or maintenance associated tasks for mooring fittings, offloading hose, and Single point mooring.
  • Support FSO lead in verifying and assess competencies of personnel involved in FSO and Export operations, manage specific training.
  • Represent when needed NOC against FSO stakeholders and FSO ship management.
  • Implement international and Oil Company International Maritime Forum (OCIMF) terminal management rules to the FSOs.
  • Follow up of FSO OPEX, NOC storage and export OPEX costs, implement cost control policy through all tasks requested for the FSO and export mean management.
  • Assist the terminal with implementation of MTIS
  • Support with HSE related matters within marine maintenance team
  • Support with MTMSA audits for both FSOs
  • Promote cost awareness and innovation within work scopes

Education

Master Mariner STCW Class 1

Certification

• Emergency Management Team Training
• Oil Spill Principles and Management

Experience

• Industry: Min. 10 years’ experience in Export and Marine O&G operations
• Operations: Min. 5 years’ experience (Terminal OIM, Marine Operation Manager)
• Supervisory: Min. 5 years’ experience
