ACCOUNTABILITIES
The role incumbent is in charge of vendor sourcing activities and strategy, market scouting and learning vendors relationship management. The role core responsibility is development and implementation of learning programs delivery to meet the NOC learning and development requirements. The incumbent shall drive continuous improvement, efficiency and automation of data controls. The role has key interfaces across organization: NOC entities and SPIE (core crew), nationalization team, C&P and Finance teams.
ACTIVITIES
- Learning Budget Planning and Utilization:
- Develop and manage the annual learning and development budget.
- Monitor and track budget expenditures to ensure alignment with the allocated budget.
- Provide regular reports on budget utilization and identify areas for cost optimization.
- Vendor Sourcing and Relationship Management:
- Identify and evaluate potential learning vendors and service providers.
- QA/QC Scope of Work and technical evaluation criteria with the requestors.
- Maintain strong relationships with existing vendors and ensure the quality of services provided.
- Conduct regular reviews and audits/ assessments of vendor performance.
- Learning Program Development and Implementation:
- Collaborate with internal stakeholders to identify learning needs and develop appropriate learning plan and programs.
- Design and implement learning initiatives that align with organizational goals and objectives.
- Monitoring and Reporting:
- Track and analyze key metrics related to learning and development activities.
- Prepare and present reports on the impact and effectiveness of learning programs.
- Ensure compliance with relevant policies and regulations.
CONTEXT AND ENVIRONMENT
Manages various multiple interfaces with stakeholders at various levels, both internally and externally, often working in demanding context and dependent on the procurement and budget/ cost procedures and methodologies, within defined deadlines.
Office based in Doha, Qatar. May have occasional offshore trips.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Bachelor's degree in Human Resources, Education, Business Administration, or a related field.
- Proven experience in learning and development or HR, 10+ years, structured understanding the L&D operations and strategy
- Analytical and problem-solving skills, self-starter, solutions oriented.
- Excellent stakeholder relations and collaboration skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office Suite and learning management systems (LMS), good command of Excel and corporate AI applications.
