Job Purpose

 

  • For proper deployment of the organization and means required to prepare the facilities for start-up and operation.
  • For proper interface with other entities to properly and timely define the operation/maintenance and commissioning scope of works, Management of this scope in accordance with statement of requirements, NOC specifications and contractual requirements,
  • For delivery of safe and operable facilities, 
  • For fit-for-purpose design by Contractor that is constructible and that fulfils operational requirements and has low maintenance and running costs,
  • For smooth and timely transfer of installation to the operations

 

The candidate will have in the future to manage a team of specialists in commissioning (Electrical, Instrumentation, Piping, Rotating etc.), Maintenance engineering and Inspection (MIEC) as well as SIMOPS. 

 

Staff supervised: from 2-3 people at early stage of Projects development and up to 35-40 people
Financial accountability: from 2 to 10 MUSD/yr (direct) + up to 30-40 MUSD / yr indirect at peak
Areas of impact: OPEX and Production (through plant availability) for the future developed facilities through design review and optimization proposals. Schedule of major Projects through sound review of design and coordination with final client (Field Operations).

Key Accountabilities

 

  • To adopt and demonstrate exemplary behavior with regard to HSE, to implement HSE rules and requirements within his area of responsibility and to ensure that required HSE competencies are within his team. 
  • To define, implement and manage the Field Operation Execution Plan
  • To ensure adequate and timely reporting to the Major Projects Manager (progress, risks, concerns).
  • To encourage identification of any optimization / improvement in the design dossier to be implemented in the early stage of concept design
  • To assist the Major Projects VP with the relations with Shareholders / Partners regarding Operations matters and to prepare and participate (as required) to Workshops / Committee meetings with Partners and Shareholders.
  • To set up and manage weekly and monthly meetings with Contractors, and call specific ad hoc meetings as required,
  • To interface with E&C for brownfield and tie-in works with the existing facilities
  • During Basic engineering phase, the FOPS shall issue a revision of the key Field Operations documents (Operating Philosophy, OPEX estimate report, Production Availability study, Start-up Sequence):
  • During Detailed Engineering Phase:
    • To check the aspects related to operability, asset integrity, Flow Assurance
    • Participates in 3D reviews, Hazop, Hazid, HSE engineering (e.g. producing the Safety Case), Risk studies (TRA), Safety Environment Elements (SECE) and PTRs
    • Validates architecture choices, RAM studies,
    • Identifies SIMOPS scenarios and ensures effective isolations are in place
    • To define the exploitation needs and means (organization, personnel, recruitment and training, logistics, services, etc.)

 

  • During Construction/Commissioning/startup phase
    • To supervise the performance of the maintenance and inspection engineering (MIEC)
    • To participate in the acceptance of main equipment (including FATs, SATs), definition of pre- commissioning and mechanical completion
    • To manage the commissioning activity, prepare and execute strategy (organization), procedures and their implementation by the commissioning team(s).
    • To supervise the start-up of all facilities and coordinate with other participants (internals, externals)
    • To ensure the final hand-over to Operation teams
    •  Prepare training plants
    • Prepare any contracts in support of Field Operation phase
    • To manage timely handover of completed projects to Operations,
    • Prepare, best practices and feedback

CONTEXT AND ENVIRONMENT

 

  • The job is office based in NOC Headquarters located in Doha. Position is rotation based; 28 working days, 12
    hours shift and 28 days off.
  • Regular ad hoc visits to the Logistics Bases, offshore in Al Shaheen and worldwide contractor locations as per
    project requirements.

Education

 

Bachelor’s degree or equivalent in engineering

Certification

H2S OPITO and T-BOSIET trainings.

Experience

  • Experience: At least 15-20 years’ experience in the offshore oil & gas project with minimum 10 years’ experience in similar position, with an overall knowledge of best project and operations practices
  • Experience within operation team: At least 10 years’ experience at senior level within large multinational taskforce team environment,
  • Experience in offshore facilities at FEED stage is preferred.
  • Available for technical missions worldwide,
  • Familiar with NOC General Specifications, Prodom, ICAPS, MOQ standards and relevant codes and standards,
  • Language: Fluent English,
  • Computer literate,
  • Strong leadership skills and good communication skills,
  • Ability to work on projects in a complex and multicultural environment,
  • Good analytical skills,
