SITUATION IN ORGANIZATION


Reporting to Lead Static (N+1) and Head of Campaign & SD (N+2). 


CONTEXT AND ENVIRONMENT

 

  • Position is in an OPCO (JV) operating oil and gas facility with offshore/onshore (non-producing) sites, based in Doha, Qatar. 
  • The position is part of the permanent team and is on resident basis (40h / 5d a week). 
  • Trip to offshore and visit to service company workshop are required on ah-hoc basis.

ACCOUNTABILITIES

 

  • To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdowns and Campaigns. 
  • Deliver assigned Piping and structural maintenance activities on time and within budget 
  • Implementation and execution of Planned Preventative Maintenance (PPM) and Corrective Maintenance (CM) activities in close liaison with Departmental Planners, Contracts & Procurement Department, Warehouse, Maintenance Team Leads, Campaign & Shutdown Coordinators, Inspection department, , NOC Operations Centre Manager and T1/T2 Maintenance Coordinators 
  • Deliver assigned Piping and structural maintenance activities on time and within budget
  • Prepare maintenace work packs, order the materials and initiate the fabrciation for the piping and structural CM jobs for the SD and Campaign or for Base operation. 
  • Arrange vendor mobilization for the spools and structural survey. 
  • Key role in short term maintenance preparation and support for execution, collaborating and driving integration on a daily basis with a wide / diverse range of Leadership stakeholders, in line with 4 months, 5 weeks planning. 
  • Provide input to Leads and Coordinators into the development of annual operational and capital budgets. 
  • Position has interactions with external stakeholders (Fabricator and Design office).


ACTIVITIES

 

  • Drive an Incident Free environment through establishing and maintaining a strong safety culture 
  • Responsible for ensuring positive HSE performance by personnel, contractors and others working under the guidance of the Static Team Lead. 
  • Ensuring compliance with HSE legislation, company standards and procedures under the area of responsibility to ensure employee safety, legislative compliance and responsible environmental attitude. 
  • Lead cross discipline maintenance coordinators to provide robust PPM and CM data to support safe and efficient preparation, planning, execution and close out of base operations, campaign and shutdown maintenance activities. 
  • Lead and provide first level specialist technical advice and guidance to site/offshore personnel on the maintenance of plant/equipment troubleshooting, root cause analysis and investigations where required involving maintenance coordinators. 

  • Provide technical and administrative support to the site base operations; preparation of scopes of work for short term interventions, organization of vendors, supply direct support to site requests (vendors, spare parts, tooling, technical procedures, work packs and work order resourcing) 
  • Provide technical and administrative support to campaign and shutdown teams to ensure the overall readiness and execution of scopes in line with campaign shutdown gate criteria process. Work order resourcing. 
  • Ensure daily communication with NOC-OC T1/T2 and provide support where required on technical/administrative issues. Attend daily video conference call with offshore OTL’s and discipline supervisors. 
  • Visit offshore sites on regular basis to enhance collaboration and promote the understanding of goals to ensure information flow is maintained efficiently. 
  • Manage onshore draftsman workload and prioritize the work based on the upcoming campaign and SD 
  • Manage the repair process for critical equipment, including visits to local vendor workshops and warehouses. 
  • Provide leadership and coaching to all direct reports in the execution of their responsibilities. 
  • Ensure 4 months and 5 weeks planning are optimized, liaise with planning department and attend weekly IOP meetings to ensure gate criteria are achieved. (spares, vendor mobilisations, tooling, shipment, PR’s) 
  • Proactive management of all safety and business critical backlog. 
  • Monitor the efficiency of the maintenance strategies for the maintenance, inspection and operation of plant/equipment and feedback to Maintenance Engineering. 
  • Participate, as appropriate, in vendor/contractual audits. 
  • Execution of class 2 modifications (vendor based modifications). 
  • According to inspection instructions, manage preparation of the IAN planning, fabrication and execution 

  • According to inspection instructions, manage preparation of all structural CM work scopes. 
  • In collaboration with Maintenance Engineering department take leading role in management of repairs, overhaul and maintenance of all major rotating equipment. Drive through weekly inter departmental meetings. 
  • Issue and update permutation/test calendar to ensure that potential for failure linked to running hours are well separated in time and standby equipment remains available. 
  • Ensure all certificates on installed equipment (Piping and support drawings ) produced during visits are stored in iView / PRODOM. 
  • Ensure all certificates on spare parts scheduled to be used offshore(before stock shipment to offshore) are recorded in iView / PRODOM (by logistics) – as required. 
  • Support the drive for Qatarisation 
  • Act as Lead Static on an interim basis as and when required. 
  • Identify opportunities to improve efficiency of all activities, improve equipment reliability and reduce operating costs. 
  • Act as contract representative with ownership and cost management responsibility for key 3rd party operational support services. 
  • Contractor/vendor performance management. 
  • Share and adopt best practices across the company, support and identify opportunities to enhance consistency and alignment between assets, where practicably possible. 
  • All staff must be willing to participate in Crisis Response Training and to assist during Emergency Response Situations if required

QUALIFICATIONS & EXPERIENCE REQUIRED

Bachelors Degree in Engineering or equivalent supported by industry experience (offshore and onshore oil and gas facilities).

  • Minimum of 5 years’ experience working in the oil and gas industry in a similar role with at least 3 years in supervisory roles. 
  • Strong leadership skills in a multi-cultural and highly technical specialized environment. 
  • Thorough understanding and application of industry process safety guidelines and procedures. 
  • Thorough knowledge of cross discipline maintenance requirements, Computerised Maintenance Management  System (CMMS) and planning processes. 
  • Versatile, resilient and able to interact effectively with direct reports, peers and Senior Management on a daily basis. 
  • Excellent interpersonal skills with the ability to lead a large team. 
  • Excellent written and oral communication skills.Industry recognized training and professional certification. 
  • Fluent in English (listening, writing and speaking) and its technical vocabulary
