Job Purpose

 

Job holders [B2B] are the Leads for the execution of the Health program in compliance with the Company Management System (CMS) and will be the corporate Health focal point. The position is rotational, 28 days on/28 days off,  during on rotations the on-call Medical Advisor should remain within Doha city for medical emergencies and possible to be  called to attend the IMT team at NOC tower at any point of 
time

  • Day to day management of Health including medical services
  • Health Management System development and  implementation in compliance with the NOC  HSE policy and State of Qatar legislation
  • Monitor expenditure and completion of Health  programs and services
  • Ensure liaison with relevant authorities and regulatory  compliance; secure and control all required permits 
    and licenses
  • Manage NOC clinics and first aid units
  • Supervise the HIH Engineer and medical service staff
  • Establishment of relationships with site authorities and other departments

Key Accountabilities

 

  • Provide expert medical advice to the Health & Industrial Hygiene Manager
  • Draft and review Company Health Management procedures
  • Management of the offshore and onshore first aid  stations and medical clinics, including initial audit of medical services, equipment and medicines  management.
  • Supervise the offshore and onshore Medics and  Occupational Health Nurses
  • Manage the Fitness To Work, Health Surveillance,  Health Risk Assessment programs
  • Lead the development and implementation of a Health  Management System.
  • Elaborate on the Company Medical Emergency  Response Plan and organize drills or exercises  involving medevac
  • Lead the corporate medical emergency response 
  • Contribute in the design of controls for injury prevention  and health surveillance related to actual  and potential hazards in the work environment. 
  • Identify primary, secondary, and tertiary prevention and  health promotion strategies 
  • Act as delegate of authority during absence of the  Health & Industrial Hygiene Manager
  • Review medical dossiers for FTW certification of direct  hires and contractors 
  • Evaluate return to work after significant employee  absence as a result of sickness or injury
  • Represent HIH in the Social Committee and advise HR  business partners in evaluating long term sickness approval employee dossiers

  • Establish and maintain relations with QatarEnergy Health management and MoPH
  • Stay abreast of pandemic and endemic health risks and  manage the contagious disease response
  • Provide reports on performance and other health data  and maintain dashboards
  • Manage QA/QC for medical equipment and supplies  including procurement and calibration of equipment and the approval of resupply of medication and other consumables
  • Lead the development of corporate health education,  promotion and surveillance programs
  • Hold the Medical Duty phone which should be active  24/7 for medical emergencies onshore and offshore 
  • Manage and review the statistics of health conditions of NOC staff: Provide reports on performance and other occupational health data
  • Frequent contacts with authorities, partners, contracting  companies, Medical and HSE personnel at Al-Shaheen sites and NOC Tower.
  • Periodic inspections to sites with offshore travels
  • High visibility regarding government relations and  interactions

Education

 

Bachelor of Medicine with additional post-graduate medical degree degree preferably in Emergency Medicine or Occupational Medicine

Experience

Minimum of 10 years experience in managing health in an industry and remote setting

Good knowledge of industry codes, standards, legislation on  Medical and Occupational Health issues

Strong analytical skill 

Readiness to respond to critical events, also outside normal business hours

High ethical standards and sense for confidentiality

Strong personality demonstrating good communication skills and HSE recognized leadership

Proficient in English language
