Job Purpose
JOB DIMENSIONS
1. Job holder is NOC’s HSEQ focal point for the development and rollout of NOC’s HSE Management
System Procedures including and audits and collaboration across NOC in all HSE MS related matters.
2. The job dimension includes.
· Job boundaries: All entities of NOC and all hierarchy levels
· Transverse Functional coordination – Focal points in Operations, HSEQ entities, Drilling, Projects and Construction, Logistics and Planning and Development, operational sites, rigs, vessels, offices and logistic bases.
CONTEXT AND ENVIRONMENT
The function has a high interaction with all NOC’s stakeholder through involvement in HSE Management System and verification through audits.
The job holder recommends pragmatic solutions to NOC’s challenges and collaborate at all levels of the organization as well as external auditors covering HSEQ topics.
Involve frequent offshore visits.
ACCOUNTABILITIES
· Responsible for development and maintenance of HSE Management System and all associated procedures (writing and updating) in close coordination with other entities.
· Responsible for the follow up on the progress reporting and actions closure relative to HSE Management System KPIs and initiatives.
· Responsible for HSE Management System associated audits / reviews and follow up of the deployment of HSE Management System.
ACTIVITIES
1- HSE Management System
· Take the lead and responsibility for preparation of HSE Procedures, their follow up and actively participate in HSE Management system deployment, audit and follow up, providing advisory/consultancy and necessary coaching to various NOC entities and members of leadership team.

2- HSEQ Audits
· Acts as the custodian of an integrated NOC Health, Safety, Environment & Quality Audit Program, responsible for its development and implementation.
· Leads cross functional audit teams, arbitrates between leadership, process owners and auditors where required and custodian to determine effectiveness of closure of actions.
· Responsible to ensure audit results and compliance status is periodically reported to NOC Management.
· NOC Focal point for external audits in aspects related to HSEQ, responsible to manage stakeholder expectations and ensuring learnings are embedded into the HSE Management system,
· General Activities within HSEQ entity and with HSE community across NOC.
· Participate and actively contribute to HSE related initiatives, investigations, and events.
Competencies
Education
Engineering Degree or Masters.
Experience
- Minimum 15 years experience of which: 10 years general 5 years upstream oil and gas HSE supervision experience HSE Management System development in a large; oil and gas organization; Familiar with procedures, Management System standards and guidelines. Computer knowledge
- Conversant with usual business suites (Word, Excel, PowerPoint, Access databases).
- Familiarity with in HSE Standards and International: standards like ISO 45001, ISO 14001, ISO 900, ISO 22301, CCPS
- Team Work
- Rigor and critical sense, open-minded, keen to knowledge sharing.
- Very strong technical referential writing skills.
- Leadership and strong listening / communication skills.
- Fluency in English mandatory.
- Involve frequent offshore visits.
