Lead, Campaign and Shutdown (For Nationals Only)
Job Purpose
CONTEXT AND ENVIRONMENT
- Position is in a OPCO (JV) operating oil&gas facility with offshore/onshore (non producing) sites, based in Doha, Qatar.
- The position is part of the permanent team and is on resident basis (5d a week).
- Trip to offshore and visit to OEM/service company workshop are required on ah-hoc basis
JOB DIMENSIONS
- Manage a team of 10 direct reports’ Direct and support additional personnel in line with campaign & shutdown requirements, ensuring compliance with NOC procedures and guidelines within the Asset to ensure process safety, operational safety and plant integrity.
- Forecast annual campaign budget based on 5 year plan activities and associated resource requirements, including contract labor, vendors and accommodation strategy and manage each campaign within allocated budget
- Responsible for managing campaign & shutdown budgets in excess of 40M$/year. Performs effective cost management for areas of responsibility; ensures that duties are performed in a way that maximizes value and minimizes waste risk
- Maintain regular communication with site management, OIM/OTL’s, other onshore entities within the department and outside (Field Operations, HSE, Projects, E&C, Maintenance Engineering, Logistics)
- Position is responsible for approving SAP Work Orders, Purchase Requests, call off and Invoices up to 50kUSD as per Delegation of Authority (DOA) in the Organisation.
- Responsible for the delivery of the campaign and shutdown strategy
- Manage and execute 16 campaign/shutdowns per annum,
- Manage designated contractors ensuring compliance with NOC HSE & Maintenance procedures and policies
- Ensure vendor support is effectively and efficiently utilized and all activities are executed within the terms and conditions of the contractual agreement.
ACCOUNTABILITIES
- To ensure compliance with NOC Incident Free culture, Health and Safety and Environment policy is delivering Incident Free Campaigns.
- To Lead and oversee the safe development, implementation and execution of campaign and shutdowns on a planned and unplanned basis
- To deliver accurate budget forecasting and compliance for all campaign and Shutdown activities
- Budget management accruals, actuals, and CF
- To create and ensure compliance with rolling Campaign & Shutdown 5 year plan and associated worklists in SAP lists
- Team member development.
- To manage contractor resourcing for all planned campaign & shutdown activities
- To manage Contracts as directed by Head of Shutdowns and Campaigns
- To facilitate efficient communication / information flow between campaign & shutdown team and stakeholders
- To ensure data management compliance for all campaign activities

ACTIVITIES
- Chair and participate in meetings and reinforce Incident Free culture through all campaign and shutdown activities.
- Provide leadership and coaching to all direct reports in the execution of their responsibilities
- Ensure all direct reports set objectives for themselves; manage the performance of direct reports and provide regular feedback and give guidance on improvements where necessary. Ensure proper target setting and staff performance appraisals against assigned targets in line with NOC performance management guideline
- Manage all aspects of campaigns and shutdowns including:
- Defining and communicating campaign HSE Plan, Safety Audit Matrix, HSE reporting philosophy and incident/near miss investigation process. ., Defining Campaign Accommodation Strategy optimizing resource to minimize cost, weekly reporting
- Reviewing CMMS data for all campaign and shutdown activities, reporting data changes/updates via Z3 notification process
- Regular review of campaign and shutdown budget identifying issues and offering solutions and cost saving efficiencies
- Liaising with offshore management specifically Campaign Team Leads, OTLs and OIMs
- Visit offshore sites on regular basis to enhance collaboration and promote the understanding of goals to ensure information flow is maintained efficiently
- Prepares and coordinates the Shutdown Steering Committee defined in the company organogram
- Providing onshore support to Campaign Delivery Team Leads and Work Preparators during campaign & shutdown preparation and execution
- Managing interfaces between campaign and shutdown stakeholders including operations centre, maintenance support, maintenance engineering, production forecasting, IOP planning, E&C and Well Services
- Delivering campaign and shutdown Key Date Schedule & stage gate processes (Gate Report) ensuring compliance with IOP Gates for all campaign and shutdown activities
- Chairing daily and weekly campaign and shutdown meetings ensuring actions are captured, prioritized and closed out within agreed deadlines
- Establishing and reviewing activity lists (work lists) in compliance with campaign and IOP deliverables
- Confirming all work orders are managed within CMMS work lists
- Delivering Level 4 plans for all campaigns and shutdowns sequenced and optimized for production and authorized by site OIM
- Managing scope growth, utilizing IOP and departmental break-in process to prioritise and re-schedule activities within campaign and shutdown plan and communicating changes with management and stakeholders
- Delivering manpower histograms for all campaign and shutdowns plans
- Establishing and maintaining campaign documentation ensuring effective and accurate data capture and reporting
- Establishing material baselines, long lead items, tools, equipment and consumables requirements, in line with company procedures and campaign, shutdown & IOP gates
- Review all work packs (including Isolation schemes, technical dossiers and material preparation) and ensure all are prepared timely by the activity owning entity.
- Maintaining cost efficient levels of site contract resource for campaign and shutdown execution in line with 5 year plan loading requirements, conduct regular reviews of stand-by / non-productive time
- Communicating, as per IOP gates POB requirements, production losses and opportunities for all campaigns and shutdowns
- Ensuring effective vendor management including provision of tools equipment and resources
- Identify opportunities to improve efficiency of all activities and reduce operating costs
- Ensuring compliance with preparation philosophy and gates for all campaigns and shutdowns
- Defining robust handover process between preparation and execution coordinators for all campaigns and shutdowns
- Review and authorize all campaign close out reports / lessons learnt, implement improvements/changes as required
- Create and issue all shutdown close out reports
- Attend weekly Head of Department meeting and provide team performance/status report and escalate current issues
- Act as focal point for campaign manpower contracts, providing monthly personnel performance feedback based on offshore supervisor’s monthly assessments• Attend/Chair monthly and quarterly contractor interface meetings as directed by Head of Department
- Deliver 5 year campaign and shutdown plan, de-conflict with stakeholders and provide proactive management of safety and business critical backlog
- Maintain 5 Year Plan Key Date Schedule (KDS) providing clear delivery gates to all stakeholders
- Support Qatari Development program within team, identify mentors and provide robust support structure
- Deputize for Head of Shutdown and Campaigns on an interim basis, as and when required
- Deliver sustainable 5 year campaign plan, de-conflicting with key stakeholders and demonstrating backlog reduction and optimization of activities
- Ad-hoc activities as required by line manager including management of Outages/Shutdowns as priorities dictate
- All staff must be willing to participate in Crisis Response Training and to assist during Emergency Response Situations if required.
- Supports the completion of the SD close-out report within 1 month from SD completion

Education
BSc or Graduated engineer
Certification
Experience
- Minimum 10 years’ experience in the petrochemical, refining, Oil & Gas exploration or similar Industry in a Maintenance Management/ Campaign/ Shutdown/ Turnaround role
- Demonstrable experience of delivery of large scale campaigns/shutdowns management preferably in the petrochemical, refining, Oil & Gas exploration or similar industry
- Detailed knowledge of legislation/regulations relevant to maintenance discipline
- Significant knowledge of offshore plant and equipment and maintenance systems
- Recognized level of expertise in campaign management and demonstrable project management skills
- Excellent communication and negotiation-skills
- Good knowledge of maintenance and inspection management tools (SAP - CMMS)
- Ability to work and lead in a multi-disciplined and multi-cultural environment.
- Fluent in English (listening, writing and speaking) and its technical vocabulary.
- Medically fit to travel to offshore oil & gas Platform
- Awareness of the planning software tools I.e. Primavera P6.
- Experienced and knowledgeable of campaign Management, packaged prepared and resourced as turnkey activities.
