SITUATION IN ORGANIZATION
N+1 = Project Control Manager, MP
N+2 = Vice President, MP
PURPOSE & ACCOUNTABILITIES
The purpose of the Job is to maintain a centralized control of contracts and package services in the organization for management and execution of all projects under Major Projects Division.
As such, the job holder is accountable:
- To manage and supervise Contract Strategy development for the projects in compliance with NOC obligations and procedures (call for tender process, contract preparation, contract management and administration until close-out), and ensure the delivery of the Project Control activities in the most cost-effective manner ensuring optimized economic performance,
- To implement the contract management strategy, provide best practice guidance and training, and support contracts teams who manage different contracts across Major Projects,
- To oversee the financial monitoring and control of the contracts, ensuring Health, Safety, Environmental and Quality compliance is maintained, and the Company's procedures and objectives are achieved,
- To provide specialist knowledge and guidance in developing, supporting, and executing complex and high value contracts and tenders for Project
- To interpret and analyze the complexities of critical tender and contract documents ensuring accurate clear and comprehensive responses are provided to clarifications, logical and commercially astute recommendations are made to management and actioned effectively to meet project deliverables.
- Coordinate with NOC Legal with regards to the EPC contract agreements, claims and counterclaims and other documents related to the Project execution,
- To Manage and maintain an effective and motivated team,
- To deliver activities in the most cost-effective manner ensuring optimized economic performance.
- Support MP PCM in overseeing the Project Control functions (Admin, management of change, gate reviews and reporting) established in accordance with the Contracts and Corporate NOC internal requirements and processes for all phases of the projects.
- Support the project services team within each package of the projects.
- Oversee the development and maintenance, and control of all MP documents related to the internal organization of MP Projects, NOC CMS documents and the Projects manual of internal procedures & company Electronic Documentation Management System (MANASA)
- Drive the Lean management and culture cost efficiency
- Research, outline, write, and edit new and existing contents, working closely with project Managers to understand project requirements.

- Treat all information obtained during course of the work with confidentiality.
- The Job holder must be willing to participate in crisis response training and to assist during emergency response situations if required.
General
- To assist and support the PCM, MP in the management of the contract activities.
- To assist PCM in managing and coordinating all the global activities of the Major Projects entity.
- To assist and support the Project managers/Team Managers in the organization, management, and control of the various projects.
- Informing and reporting to MP senior management, MANCOM, and Shareholders, as required.
- Accountable for developing team strategy, setting objectives, and monitoring performance.
- Providing coaching and leadership of team members, ensure effective transfer of knowledge for the overall benefit of MP/company.
- Supervise and direct Commercial Team Leader/Contract Engineers/Contracts Administrators functions and allocate to projects.
- Communicate, collaborate, and influence within the wider organization to ensure timely delivery of projects. MP focal point for legal, insurance, HR, and finance.
- Ensure all work carried out in compliance with company standard and policies, and support any associated audits, as necessary.
Contracts:
- Support the Lead Contracts to prepare the Call for Tender documentation and specific Tender and Tender Evaluation Procedures in line with Project and Company procedures.
- Liaise with the relevant Major Projects Manager(s) in Charge on technical issues (DUET) to ensure that these are adequately incorporated into the tender process.
- Monitor and control (in liaison with C&P entity) all required contractual process for CFT, ensure that all recommendations are made as per the best contractual and commercial terms.
- Actively report to MP Management on CFT progress and advise on potential delays, put forward suggestions for improvements in cost and schedule.
- Support and review of all the documents related to tendering process such as Bank Guarantee, tender bond, commercial proposals, bid evaluation forms.
- Collaborate with various cross departments to ensure timely CFT preparation and readiness.
- Support the team during contract execution phase to maintain contract procedures, execution plans and review change orders and other documents.
- Identify potential claims and disputed and mitigate and manage settlement within the contract framework.
- Contractually and commercially manage/negotiate all changes/change orders to company best interests and within contingences.
Services:
- Support the Lead Package Services in all the project control aspects including contracts, planning, cost, document control and resources.
- Ensure coordination in the project services aspects within all different packages.
CONTEXT AND ENVIRONMENT
Field Development projects involve offshore platforms, sealines and debottlenecking of the water treatment which could be executed across several international sites. The Head, Project Contracts may have to travel to such places.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Bachelor’s degree in science or its equivalent.
- 15 years of diverse Contracts experience, 10 years in onshore/offshore oil & gas projects, preferably offshore.
- Graduate with a high level of project contracts understanding.
- Leadership and team management skills.
- Fluent in English (speaking and writing) with sound communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Good knowledge of MS Office
