JOB DIMENSIONS

The Job holder belongs to Major Projects Engineering Group and reports directly to the Major Projects Engineering Manager,

• The Job holder acts as deputy for Major Projects Engineering Manager when required,
• The Job holder is the technical support focal point of Gallaf, Ruya and Special Projects,
• The job holder is responsible to provide technical support of the engineering for Gallaf, Ruya and Special Projects,
• The job holder works with a team of engineers dedicated to MP engineering team and is supported by resources within the Job Holders organization,
• Manage the team working under the job holder Engineering support organisation,
• Responsible to follow-up on remaining technical engineering matters related to post-startup support of Gallaf when required,
• Participation to the NOC CMS Deviation Committee review,
• The Job holder is based in NOC Major Projects offices (Doha),
• The job holder contributes to secure the definition, the construction, the execution and further on the operation of the project by supporting a proper engineering dossier. His contribution directly impacts the cost of the project.

ACCOUNTABILITIES

• Support the engineering resources within the organization and projects, check the adequation of the COMPANY Engineering work force, identify and address the needs for replacement or reinforcement,
• Assist the Engineering Manager to identify and support the allocation of the scope and resources between the support organization, packages engineering heads/coordinators and new projects.
• Support the inter package technical decisions/arbitrations with the Engineering heads/coordinators and the TRPs, CPD, D&W, E&C, HSEQ, FOPS and other stakeholders.
• Review the CPN/SCN and provide the engineering position prior further decision by project,
• Review and monitor the project engineering progress with the packages; monitor and support when required all actions to secure the progress of the engineering in accordance with the time schedule.
• Ensure that technical optimizations are captured, reviewed, and implemented when validated,
• Ensure that Engineering meets the organization's safety regulations, reach the quality conformance with involvement in the project reviews and NOC or contractor engineering audits,
• Ensure that lessons learnt and feedbacks are captured and considered by Engineering team,
• Monitor the quality of the engineering deliverables, consistency and their robustness to secure the project and also to be used for the next project phases and post project operation phases,
• Ensure that in the scope of its project, communication is efficient with all NOC engineering and functional team members,
• Monitor that Engineering tasks/studies are well managed as per NOC standards, contractual requirements and consistency across all packages, with a placement in due time of proposed deviations.
• Ensure projects engineering scope of work is delivered by Engineering team according to project objectives, statement of requirement, NOC specification/standards and contractual requirements.

ACTIVITIES

• Manage the MP Engineering Support Team and ensure that any supporting activities for ongoing projects are performed timely with required quality,
• Represent MP Engineering in the Ruya PMT organization to ensure overall engineering requirements are understood and communicated to relevant parties,
• Monitoring the progress, realization, and consistency of Ruya and Special Projects Engineering batches in compliance with project SOR, progress monitored and driven by the Engineering heads/coordinators,
• Manage within Job Holders engineering organization the support scope allocation repartition between the engineering teams,
• Monitor the availability, the efficiency and the adequation of the engineering support resources for its project. Anticipate and raise all demand of re-enforcement to the MP Project Engineering manager,
• Develop necessary departmental procedures, terms of references and other technical documents when required,
• Contribute to the project Statement Of Requirements updates and modification through the SCN process.
• Ensure that the design of the projects is optimized (CAPEX and OPEX) to obtain a fit for purpose unit: safe for construction, operation, maintenance; ensuring that optimizations, deviations are properly processed in due time.
• Support the EPC Engineering Leads with assessment of progress, consistency and quality by regular discussions and follow-up. Identify if actions are a required and support implementation as required,
• Promote & comply with applicable safety instructions and other NOC HSE procedures in all activities,
• Carry out work in compliance with NOC values and policies, relevant laws, and regulations, agreed NOC priorities and objectives, NOC standards and procedures and good industry practices,
• Ensure that relevant feedback is provided to NOC Standards within CMS in order to support continuous development of the standards
• Ensure close coordination between disciplines on all engineering, constructability, and operational matters,
• Ensure that relevant feedback from previous similar projects is considered in the design performance,
• Participate actively in technical decision making, in meetings with contractors and vendors when called up on,
• Assist to the finalization of contractual documents,
• Coordinate change management across packages to ensure consistency in project design,
• Manage assistance from shareholder specialists (remote head office), when required,
• Take part to some HAZID/ HAZOP/ Project Technical reviews sessions for key subjects with NOC, Contractors, and vendors teams,
• Contribute to the engineering technical interfaces,
• Ensure accurate progress reporting to project management,
• Assist project management team to reply to various correspondence by providing technical support,
• Carry out any other duty or task that may be assigned by hierarchical superiors in line with discipline expertise,
• Treat all information obtained during course of the work with confidentiality.

CONTEXT AND ENVIRONMENT

• The scope of activities will concern Greenfield (new development), Brownfield activities (on existing platforms) and integration works. The activities include the review and comment of engineering and vendor documentation to ensure compliance with design dossier, SOR, Company specifications, ...,
• Major Projects involve the development of new offshore platforms, integration to the existing facilities, installation of subsea pipelines, debottlenecking of existing functions, all these activities will be executed across several international sites. Projects involves complex interfaces with other entities of NOC,
• Possibility of multiple worldwide missions or relocations to follow-up engineering development with various contractors.

QUALIFICATIONS & EXPERIENCE REQUIRED

• Masters in engineering from a recognized University with a good level of technical understanding of all relevant technical disciplines.
• At least 5 years’ experience of Engineering Team Management, coordinator or lead for offshore oil & gas project, knowledge of relevant codes and standards.
• Good knowledge of TOTALENERGIES GS (shareholder) and previous operator standards is preferable.
• Experience of Engineering technical management,
• Knowledge of SIMOPS, Concept Studies, FEED and EPC execution,
• Experience of Field Development Plans execution – Greenfield as well as Brownfield,
• Fluency in English (speaking and writing) with good communication skills, computer literate,
• Strong leadership skills and good communication skills,
• Ability to work on projects in a complex and multicultural environment.
• Experience working or familiar with digital environment tools such as AVEVA within projects.
