Job Purpose

The Job Holder is accountable for NOC’s outsourced Finance service delivery within the BPO operating model, covering transition, steady-state operations, performance governance, compliance and continuous improvement.

The role acts as the functional owner and NOC focal point for outsourced Finance services, ensuring business continuity, process compliance, KPI/SLA performance and effective coordination across Accounts Payable, Cost Control and Procure-
to-Pay Finance interfaces.

The Job Holder supports the Head of Business Services in the outsourcing transformation roadmap, future scope integration and value delivery, while maintaining accountability for quality, controls and outcomes of transactions processed by the
outsourced team.

CONTEXT AND ENVIRONMENT

The implementation and development of a Shared Service Center is a major NOC transformation initiative supporting the company’s strategy and enabling support functions to adapt to new business challenges.
The programme will industrialize transactional activities so internal teams can focus on strategic and high-value-added activities.
Communication and change management are critical success factors. As the model is new in Qatar, shareholder alignment and stakeholder management are essential.
The programme must deliver additional value by increasing functional scope, maximizing synergies and improving productivity and quality.
The environment is complex, with end-to-end process dependencies, heterogeneous practices, multiple tools and systems, data inconsistencies and varying process maturity.

Key Accountabilities

  • Contribution to the NOC outsourcing programme for Finance activities

    •  Preparation phase: confirm Finance scope, target KPIs, required documentation and inputs for tender execution.
    • Transition phase: define target organization, coordinate transfer of activities to the Shared Service Center and secure business continuity.
    • Run phase: govern performance through KPIs/SLAs, drive productivity improvements, integrate new scope and identify end-to- end synergies with other outsourced activities.
    • Continuous improvement: lead scope extension, standardization, automation and tool/process improvements to deliver productivity, quality and customer-service benefits.
    • Support the Head of Business Services as required on transformation roadmap, governance and stakeholder alignment.

    Management of outsourced Finance activities

    • Lead outsourced Finance services covering Accounts Payable/invoice processing, payment-related controls, cost control support and Procure-to-Pay Finance interfaces.
    • Coordinate effectively with Finance, C&P, Cost Control, Compliance, Legal, Technical Entities, DBS/IT and the BPO service provider. 
    • Act as NOC Finance focal point for transition, knowledge transfer, go-live, hypercare and steady-state operations.
    • Maintain end-to-end process understanding, including specificities, supporting tools, technologies and required competencies for the outsourced team.
    • Prepare training materials and support training delivery to the outsourcing team.
    • Drive process excellence and continuous improvement in efficiency, consistency, automation, domain expertise and internal customer satisfaction.
    • Define, report and analyse KPIs/SLAs; conduct root-cause analysis and monitor corrective actions.

Key Accountabilities

  • Transition & Mobilization

    •  Support Finance scope confirmation, process mapping, SOP readiness and volume baseline definition.
    • Coordinate knowledge transfer with Finance SMEs and ensure training material is complete and fit for use.
    • Validate go-live readiness, including access readiness, documentation completeness and business continuity arrangements.
    • Support transition tollgates, issue escalation and remediation follow-up.

    Service Delivery & Governance

    • Monitor day-to-day outsourced Finance delivery against KPI, SLA and quality targets.
    • Review dashboards, service reports, backlogs, exceptions, ageing items and root causes.
    • Ensure issues are escalated and resolved through the defined governance model.
    • Maintain alignment between Finance, Business Services and provider teams.

    Controls, Compliance & Risk

    • Ensure outsourced Finance activities comply with CMS, DOA, internal controls, audit requirements and segregation-of-duties principles.
    • Monitor process risks, control gaps, access issues and remediation actions.
    • Support audit readiness, evidence retention and documentation discipline for outsourced Finance processes.

    Continuous Improvement & Transformation

    • Identify standardization, automation and simplification opportunities across Finance processes.
    • Support integration of future scope into the BPO model and ensure benefits realization is tracked.
    • Promote operational excellence in collaboration with Finance process owners and the service provider

Education

BSc degree in Science, Commerce, Finance, Business or equivalent; Master’s degree in Business Administration, Finance or Project Management is an advantage.

Experience

  • Minimum 15 years of professional experience, preferably in Oil & Gas, Finance operations, Supply Chain interfaces or shared services/BPO operations, with minimum of 7 years of leadership experience 
  • International experience required: Yes.
  • Strong experience in Project Management or Change Management
  • Strong knowledge of Accounts Payable, Invoice Processing, 2-way/3-way matching, vendor master interfaces, GR/IR, payment controls and cost control processes.
  • Good understanding of Procure-to-Pay interfaces with Procurement, Cost Control, Finance, Tax, Compliance and Treasury.
  • Experience managing outsourced, shared service or BPO Finance operations.
  • Experience in service delivery management, SLA/KPI reporting, issue management and root-cause analysis.
  • Strong understanding of financial controls, audit trail, segregation of duties, DOA and compliance requirements.
  • Experience with ERP Finance modules, preferably SAP S4HANA, and invoice workflow tools such as OpenText/VIM where applicable.
  • Strong problem-solving, analytical, deductive and synthesis skills.
  • Ability to interface effectively with Finance, Compliance, Legal, Technical Entities, Planning, Logistics, C&P and DBS (IT).
  • Leadership capability to onboard, influence and align stakeholders in a multicultural, cross-functional environment.
  • Continuous improvement mindset and proficiency in SAP, data management, digital tools and automation.
