Digital Manager
Job Purpose
This role will be on a definite contract of 36 months.
The Digital Manager serves as the leader for digital transformation at NOC, acting as the strategic interface between executive leadership, technical departments, and external partners.
The role is accountable for defining, governing, and delivering NOC’s digital ambition ensuring measurable business value, operational resilience, product optimization, and long term sustainability of digital capabilities.
ACTIVITIES
- Act as a role model for NOC’s core values, fostering an incident-free culture, strong governance, and ethical leadership across all digital initiatives.
- Own and continuously evolve NOC’s enterprise digital strategy and roadmap, ensuring alignment with corporate objectives, operational excellence, and long-term asset sustainability.
- Lead the Digital Department across Conceptualization, Delivery, Governance, and Performance Excellence, ensuring integrated and disciplined execution of the digital portfolio.
- Ensure all digital initiatives deliver measurable business value, with clear KPIs, ROI tracking, and transparent performance reporting to executive management.
- Drive effective collaboration across DBS peer functions and technical departments to ensure architectural coherence, cybersecurity compliance, and data governance adherence.
- Champion user adoption, organizational change, and capability development to embed digital solutions sustainably across operations and corporate functions.
- Define and mature NOC’s digital ecosystem and platform architecture, ensuring scalability, resilience, and alignment with shareholder and strategic partner expectations.
- Own digital financial stewardship, including budget preparation, portfolio prioritization, and value realization oversight through established governance forums.
Key Accountabilities
Digital Strategy & Value Realisation
- Own and continuously evolve NOC’s digital program and portfolio, ensuring alignment with corporate objectives and “must-win battles,” with clear prioritization and governance.
- Ensure all digital initiatives deliver measurable business value (production uplift, OPEX reduction, risk imitigation, asset life extension,…), with standardized KPI, ROI, and benefit tracking, value delivery, and governance
Program Leadership & Delivery
- Lead the execution of NOC’s digital portfolio within approved budgets, timelines, and resource constraints, ensuring integration across technical domains and business functions, and all DBS departments.
- Establish agile, scalable and robust delivery models in close collaboration with DBS teams, across NOC internal teams and external partners to ensure sustainable, high-quality execution, and handover to support/operate.
Governance, Financial Oversight & Risk
- Maintain enterprise-level governance of the digital portfolio, including budget accountability (~USD 25M), investment trade-offs, and transparent reporting to SteerCo and Executive Management.
- Ensure digital initiatives strengthen operational resilience through integrated cybersecurity, data governance, and risk management practices.
Digital Ecosystem & Partnerships
- Act as the primary digital interface with shareholders, strategic partners, and technology vendors, ensuring alignment, transparency, and sustained support for the digital agenda.
- Develop and manage strategic vendor and partnership models that accelerate innovation and maximize long-term value.
Capability, Culture & Adoption
- Build and sustain enterprise digital capabilities by strengthening workforce readiness through upskilling across agile delivery, advanced analytics, and emerging technologies in collaboration with HR and business leaders.
- Champion user adoption, change management, and value realization to embed digital ways of working across NOC.
JOB DIMENSIONS
- End‑to‑end digital program and portfolio covering NOC’s full digital agenda.
- Leadership span of approximately 30 resources across internal teams, contractors, and strategic partners.
- Annual digital investment portfolio of approximately USD 25 million.
- Direct influence on production optimisation and operating cost efficiency through digital enablement.
- Multi‑vendor and partner landscape encompassing technology providers, consulting firms, and strategic alliances, including non‑traditional commercial and partnership models.
- Cross‑functional reach across core technical departments, including FOPS, E&C, D&W, RGS, CPD, and C&P.
- Primary organisational interface for Digital Transformation with TotalEnergies EP Digital Factory, QatarEnergy, and affiliated entities.
- Advanced domain expertise spanning enterprise data platforms, data contextualisation, and Digital Twin–enabling technologies.
- Regular engagement at executive and shareholder level, including direct interaction with the CEO.
Competencies
Education
- Bachelor’s and/or Master’s degree in Engineering (Petroleum, Reservoir, or related discipline preferred).
Experience
- 15–20 years’ experience in core Oil & Gas operations and/or large-scale transformation programs.
- 5-10 years’ experience in Digital Transformation programs/initiatives
- Proven leadership experience in managing complex O&G operational domains (e.g., FOPS, E&C, D&W, RGS) and/or large-scale project and agile delivery environments.
- Strong understanding of production operations, capital projects, and asset lifecycle managementProven leadership of enterprise digital transformation within complex industrial environments.
- Strong leadership, communication, and stakeholder management skills, with the ability to influence across organizational boundaries.
- Demonstrated ability to deliver scalable IT and digital solutions through robust delivery models.Demonstrated ability to motivate and lead teams, including non-direct reports.
- Experience managing multi-vendor ecosystems and strategic partnerships.
- Strong financial acumen (business case evaluation, ROI, IRR, portfolio governance).
- Exceptional stakeholder management and executive communication capability.
- Fluent in English.
