ACCOUNTABILITIES

 

Purpose of the Role:

The Data Governance Analyst plays a crucial role in supporting the implementation and maintenance of robust data governance practices across NOC’s business entities and functions. By collaborating closely with business and technical stakeholders, the analyst facilitates adherence to enterprise data governance policies, standards, and frameworks. Contribute to the development and implementation of data catalogs, data quality rules, and data lineages by leveraging leading data governance tools, based on business requirements. This support empowers users to utilize discoverable, organized and trusted data for operations, projects and digital use cases.

 

Key Accountabilities:

 

  • Support in the development and compliance of policies, frameworks, processes, and standards to enhance Data Governance in each Business Entity.
  • Collaborate with business and technical stakeholders to facilitate data discovery, inputs gathering, and defining data requirements, ensuring compliance with data governance policies, processes and standards.
  • Work with Data Governance Tools such as Informatica and Microsoft Purview to implement data governance activities in support of business operations, projects and use cases.
  • Proactively drive personal learning and continuous improvement in data governance topics and technologies.

 

JOB DIMENSIONS

 

  • Data governance on around 120 data domains and 600 data families spread across 17 departments.
  • Data management framework and roadmap, as well as data governance policies, processes, standards, initiatives and tools.
  • Data governance for critical/priority data sources, Key Data Elements (KDEs), digital use cases, data platforms and data-related projects and initiatives.
  • Encompasses all types of data; including structured, Semi Structured and unstructured data, as well as master, transactional and reference data.
  • Frequent engagement and close collaboration with DBS teams, data owners, stewards and business user, project/use case teams, and vendors.

 

 

ACTIVITIES

 

  1. Support in the development and compliance of policies, frameworks, processes, and standards to enhance Data Governance in each Business Entity:
  • Assist in updating and maintaining enterprise data governance policies, processes, standards, and guidelines.
  • Help implement data governance frameworks aligned with upstream oil and gas industry standards across business entities (i.e. DAMA, PPDM).
  • Support in executing data governance change management activities, including:
  • Communicating and raising awareness on data governance practices across the company.
  • Improving data governance adoption through the development of workshop and training materials.

2-Collaborate with business and technical stakeholders to facilitate data discovery, inputs gathering, and defining data requirements, ensuring compliance with data governance policies, processes and standards :

  • Collaborate and support the Data Governance Team, data owners, data stewards, business users, and digital/project teams to:
  • Embed data governance practices into their operations, projects and digital use cases.
  • Identify their data requirements and obtain all business/technical inputs for implementation, while ensuring alignment to enterprise data governance practices and standards.
  • Define data quality rules and translate them to technical requirements for implementation.
  • Develop data catalogs pertaining to their data families, data source, projects and use cases.
  • Liaison between business stakeholders and technical application/data management teams to support them with:
  • Understanding and interpreting their business and technical issues, needs and requirements.
  • Mapping their data requirements to the appropriate data domains and data families and accordingly determine the data owners, data stewards and data classifications.
  • Facilitating data access and usage approvals for projects/use cases based on their data requirements.
  • Support data certification processes by ensuring the adequate validation of any migrated data against source-to-target mapping specifications during projects and use cases as per data governance standards

 

3- Work with Data Governance Tools such as Informatica (i.e. Axon, EDC, IDQ, CDG, CDQ) and Microsoft

Purview to implement data governance activities in support of business operations, projects and use cases:

  • Build and maintain enterprise data catalogs, including data hierarchies, business glossaries, data roles (data owners and stewards) and other business and technical metadata across all key/priority data sources.
  • Support in the creation of end-to-end data lineage representing how data flows and transforms between systems.
  • Perform data profiling to identify data insights, statistics and patterns in data.
  • Implement and configure business-defined low-complexity data quality rules to measure, assess and continuously monitor data quality across Key Data Elements (KDEs).

4-Proactively drive personal learning and continuous improvement in data governance topics and technologies:

  • Stay abreast on emerging technologies and trends in upstream oil and gas data governance and data management (e.g. OSDU, CDF, SAP Data Intelligence, AI, etc.).
  • Actively engage in trainings to enhance knowledge and expertise in Data Governance Tools (e.g.Informatica and Microsoft Purview), and data management technologies. As well as participate in professional development programs and skill enhancement trainings to support business stakeholders.

 

 

CONTEXT AND ENVIRONMENT

 

Al Shaheen Oil Field (ALS) produces 300,000 bopd from several complex reservoirs through more than 400

wells and 38 platforms.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 

  • Bachelor’s degree from an accredited university in computer science, data science, information systems, or an engineering/business related equivalent.
  • 6 years of experience in IT related roles, with 2+ years of experience in data governance or data management, preferably in upstream oil and gas operations.
  • Strong understanding of upstream oil & gas operations and data governance concepts (i.e. metadata management, data quality, etc.).
  • Any experience working with data governance tools (Informatica, Microsoft Purview, Collibra) is a bonus.
  • Experience working on data-related projects (e.g. data governance, data analysis, master data management, data architecture, data migration, etc.).
  • Solid understanding on data modelling, applications architecture and information security principles.
  • Intermediate proficiency in database management systems (e.g. SQL Server, Oracle, SAP ECC, SAP HANA).
  • Familiarity with data integration tools, ETL processes, and data warehousing solutions.
  • Experience in project management and stakeholder management.
  • Fluent in English both spoken and written.
