This is a definite contract for a duration of 2 years.
SITUATION IN ORGANIZATION
N+1: Senior Business Analyst
N+2: Head of Cost Controlling
Reports indirectly to client-entity managers in a customer <--> supplier relationship.
JOB DIMENSIONS
The Cost Controller will work across multiple departments so must be aware of changes in requirements of stakeholders.
- Up to four 6-week-long budget and forecast cycles in which business is queried on technical workplans, their cost is estimated, challenged, and documented to become the Annual Workplan and Budget booklet and presentations to both management and shareholders.
- Monthly closure activities that include business surveys to estimate value of work done for the sake of accruals, collection, and validation of allocation drivers.
- Validate on average 1200 Purchase Requisitions per year --> Value added: cost legitimacy, budget control, correct cost allocation of expenses and anticipation of cost evolution.
- Monitor and control around 25 contracts and 700 Purchase/Service order items per year. - -> Value added: respect of DOA rules, vigilance of contractual terms, anticipation of cost.
- Revise, code and validate on average 1300 invoices per year --> Value added: value protection by ensuring contractual conditions are met, correct allocation of costs to report lines, respect of payment term obligations with vendors.
- Responsible, on average, of 100 reporting lines for which budgets, forecasts, commitments, actuals, and analysis are done. --> Value added: Alert, inform and enable business making decision based on past, current, and anticipated cost information.
- Continuous interactions Internally with the Entities, Supply Chain, Finance department and externally with Service Companies.
ACCOUNTABILITIES
- Embedded within the business with a direct reporting line to the Senior Business Analyst, the cost controller is responsible for delivering cost transparency and value to the business by practicing and promoting the principles of good cost control practice based on IFRS and internal policies in NOC.
- Cost optimization is a core value in NOC and the cost controller is responsible for, not only keeping track of expenditures but also of promoting and enabling a cost-oriented culture among client entities.
ACTIVITIES
- Assist the Senior Business Analyst to prepare annual budget and closure forecast for the departments he/she oversees, in close collaboration with the Managers of these departments – Assist the Senior Business Analyst during the Budget session presentations to Management.
- Prepares all necessary SAP entries and its support documentation for the closure including invoices, scheduled and manual accruals and cost allocations to ensure accurate financial statements.
- Collects, organizes, and validates information required to represent in the most accurate way the business reality of value of work done (physical and contractual advancement of works) and other critical information such as cost allocation drivers, in the company's books, according to relevant accounting standards, during the monthly closure cycles.
- Support the Senior Business Analyst to prepare monthly cost report providing a strong variance analysis compared to our Closure forecast and budget.
- Support the Senior Business Analyst to ensure costs control measures are maintained to monitor, review, and analyze projects from inception till completion. – Have a strong understanding of all activities and scope under departments managed. – Ensure to process all pending invoice and do not keep overdue invoices.
- Responsible for validation of PR / PO Raised by business verified against budget creation.
- Assist the Senior Business Analyst to maintain up-to-date analytical structures in line with agreed Cost Control principles.
- Promote a good P2P practice throughout the organization promoting no invoices received without PO and all approval of invoices in compliance with DOA.
- Comply with provisions of contracts, JVA and Delegation of Authority in the departments managed.
- Support the Senior Business Analyst to contributes to responses to audit queries and to resolution of audit exceptions.
CONTEXT AND ENVIRONMENT

- Have a good understanding of the Finance Processes and timetable Support the Senior Business Analyst by reporting changes and movements in plans early.
- Works closely with spenders and project engineers to ensure accurate financial information is provided, in line with work programs.
- Have a strong understanding of NOC’s cost/budget process and numbers
Doha (Qatar) office.
Standard office hours, 5 days a week.
QUALIFICATIONS & EXPERIENCE REQUIRED
Technical
- Minimum 5 years of related experience in Oil and Gas upstream industry.
- Degree level in accounting, Finance, engineering, or other business-related discipline (Professional certification is a plus).
- Good knowledge in SAP and analytical skills in Excel (Power BI is a plus).
- Solid understanding of the demand / supply chain process, accounting principles in oil & gas upstream industry.
- Good accounting knowledge (Cost Allocations / Accruals etc.).
- Understanding of workings and governance concepts of a big organization.
