Construction Superintendent
SITUATION IN ORGANIZATION
- Reporting to OIM N+1, Offshore Area Manager N+2 Position has 4 direct reports / + 15 subordinates positions (To be adjusted based on project driven).
ACCOUNTABILITIES
- Ensure adherence to NOC’s Incident-Free culture, health, safety, and environmental policies to deliver a safe and incident-free shutdown.
- Oversee the planning, preparation, and execution of campaigns in accordance with relevant standards and procedures.
- Compile all necessary information into a Bookies Board and coordinate with onshore teams to confirm execution readiness.
- Execute required actions to ensure campaign objectives are successfully met.
- Support the Offshore Installation Manager (OIM) by developing a detailed execution plan for each R&S campaign and aligning priorities with the OIM.
- Submit daily progress reports to the NOC OIM and onshore while required
- Supervise contractor resources to ensure safe, efficient, and reliable execution of activities.
- Contribute to the development of Level 4 plans to safeguard the critical path
JOB DIMENSIONS
- Oversee the management of topside non-routine activities, coordinating with various onboard entities (FOPS, E&C, MP, MNT, INSP) and maintaining close collaboration with the onshore coordination team to ensure proper scope arbitration, validation, and safe execution of piping, structural, painting, electrical, and instrumentation works.
- Supervise contractor personnel onboard and act as the HSE representative to uphold safety standards.
- Monitor offshore execution to ensure alignment with established KPIs, agreed milestones, and the approved P6 schedule.
- Directly support Al-Shaheen field production goals by ensuring offshore activities are completed within the defined timeframes.
- Assist in coordinating and supervising campaign execution, promoting an efficient, multidisciplinary, and integrated approach.
- Serve as the primary liaison with onshore teams to address and resolve any issues that arise during the execution phase.
- Promote a cost-conscious approach across all activities to optimize resource utilization.
- Identify opportunities and integrity risks to maximize production output while ensuring compliance with environmental and process safety standards.
- Manage interfaces both within NOC and with external stakeholders to ensure seamless coordination and execution. o Within NOC: production, inspection and maintenance, campaign, Engineering & Construction, HSE, Contracts & Procurement, Drilling and Well Services, Logistics.
ACTIVITIES
HSE
- Ensure adherence to NOC’s HSE policy and contribute to achieving the HSE objectives of the Recovery and Sustainability Project.
- Collaborate with the Offshore Installation Manager (OIM) and HSE Advisor to develop the campaign HSE organization plan early in the process.
- Ensure timely preparation and validation of Job Safety Analyses (JSAs) by the OIM.
- Act as the onboard HSE representative, promoting safe working practices across all activities and contractor operations.
- Attend key safety and planning meetings (e.g., 5WL Planning, Weekly Performance, Safety, DGS, Action Plan, Bi-weekly and Monthly HSE meetings) and provide relevant input
Organization
- Prepare and execute assigned construction activities, including repairs of pipelines, vessels, valves, structures, well connections, and modifications to production and processing facilities.
- Ensure compliance with company referential, procedures, and local regulations from RFC receipt to final handover to clients (Field Operations, Drilling, Technical Logistics).
- Optimize use of available resources within approved budgets and timelines, minimizing rework.
- Define and align project priorities with internal clients to support effective implementation.
- Promote safe working practices within the project team and among contractors.
- Conduct site visits to define battery limits and clarify scopes of work.
- Contribute to contract strategy development in coordination with the Contracts Department.
- Participate in tendering processes, including scope definition, ITT preparation, and technical evaluations.
- Ensure all parties understand and adhere to the defined scope within battery limits.
- Prepare and issue progress reports on construction and campaign activities.
- Monitor contractor activities from kick-off to completion, ensuring alignment with project goals.
- Identify bottlenecks or non-conformances and initiate or escalate corrective actions as needed.
- Ensure completion and availability of as-built dossiers, handover certificates, and pre-commissioning documentation.
- Follow up on site visit requests for CFTs (Calls for Tenders), providing necessary clarifications.
- Ensure PTW (Permit to Work) and associated documents are issued and signed before site execution.
Work Preparation
- Coordinate the preparation of work packs for pressure vessel inspections and repairs, collaborating with relevant entities for other scopes. • Plan and prioritize maintenance and coating activities to reduce operational downtime. • Support isolation and spading preparation, ensuring validation at site.
- Ensure procedures are prepared and validated in line with NOC standards.
- Identify requirements for external services and initiate related contract and procurement processes.
- Organize and conduct site surveys to define battery limits and confirm scope.
- Maintain and update the lessons learned register to support continuous improvement.
Competencies
CONTEXT AND ENVIRONMEN
Position based offshore in Qatar, Al Shaheen field. Doha, Qatar. The position is part of the permanent team and is offshore rotating (28d/28d). Trip to onshore are required on ah-hoc basis.
QUALIFICATIONS & EXPERIENCE REQUIRED
- 10+Years in offshore Oil & Gas Operation
- Diploma or equivalent technical qualification or with relevant industry experience in Oil and Gas operations
- Advanced skills and knowledge of Campaign/Shutdown Management techniques preferably in the petrochemical, refining, Oil & Gas exploration and / or production industries.
- Awareness / basic use of planning software tools i.e. Primavera P6, MS Project.
- Excellent planning, organizational and communication skills required.
- Solid leadership skills and ability to work in a multi-disciplined and multi-cultural environment.
- Fluent in English (listening, writing and speaking) and its technical vocabulary.
- Self-starter and be able to work with minimal supervision.
- High level user of the Computerized Maintenance Management System (CMMS) SAP
