Campaign & Shutdown Coordinator (OC)
Job Purpose
JOB DIMENSIONS
- Stakeholder management with static department, discipline job responsible personnel, base operations work preparators, IRM department, department planners, logistics
- Coordinate Shutdown and Campaigns as per LRPB and yearly department KPI’s
- Develop and manage campaign worklists as assigned in line with the approved 2Y plan
- Deliver Shutdown and Campaigns in compliance with the Stage Gate Process and CP/SD procedure/process.
Report campaign preparation progress, manage all activities in accordance with Campaign Management procedure and Campaign Operating Rhythm - Timely closure of actions assigned in the Campaign Team action log under respective remit.
- Maintain regular communication with IRM department, base operations work preparators, cost controllers OTL’s, other onshore entities both within and out with the department (E&C, HSE, C&P, Logistics)
- Create and maintain campaign worklist in CMMS – SAP PALM and ensure readiness on preparation utilizing ZPM worklist
- Release of work orders for inclusion in Shutdown and Campaigns in line with SAP PALM maintenance process.
- Delegation of Authority Level I1 <$20k. PR/PO management as Decentralize Buyer.
- Awareness for budget control and cost management, budget summary sheets to be updated on a regular basis
CONTEXT AND ENVIRONMENT
- Position is in an OPCO (JV) operating oil and gas facility with offshore/onshore (non-producing) sites, based in Doha, Qatar.
- The position is part of the permanent team and is on resident basis (40h / 5d a week).
- Trip to offshore and visit to OEM/service company workshop are required on ah-hoc basis.
Key Accountabilities
ACCOUNTABILITIES
- To ensure compliance with NOC Incident Free culture, Health and Safety and environment policy is delivering Incident Free Shutdowns and Campaigns.
- Deliver assigned Shutdowns and Campaigns on time and within budget
- Deliver campaign planning, pre-work and preparation phases in accordance with the campaign stage gates
- Report the campaign preparation progress to stakeholders and management at coordination meetings
- Deliver a quality handover to “Execution Coordinator”
ACTIVITIES
- Chair and participate in meetings and reinforce Incident Free culture through all campaign activities.
- Ensure preparation activities are completed in line with the Campaign process / strategy timeline
- Ensure worklists are assigned based on scope prioritization and deferrals managed
- Review CMMS data for all campaign activities, manage campaign work order data quality as per Maintenance Standard
- Provide accurate handover and coordination with the Operation Centre execution coordinator
- Provide onshore support to Campaign Supervisors and Work Preparators during campaign preparation
- Establish and review work lists in compliance with campaign and IOP deliverables
- Coordinate with Campaign planner, deliver Level 4 plans for assigned Shutdown and Campaigns sequenced and optimized for production and authorized by site OIM
- Release of WOs to include in Campaign Worklist for execution
- Support Qatari Development program act as mentor and provide robust support structure for assigned personnel
- Update of Revision code and planner group in WOs as necessary
- Provide budget assumption estimation for Campaign execution requirement to Team Lead
- Development and maintenance of campaign dossier
Creation & management of PR/PO as decentralized buyer - Proactively take responsibility for self-progression by keeping, up to date with latest developments, knowledge and Innovations within relevant field of expertise.
- Ensure continuous communication within the team to share knowledge, identify risks, efficiency and process improvements
- Provide input and participate in 5Y through to 4M campaign planning cycle including development of work lists
- Ad-hoc tasks as requested by line manager.
- Ensure effective and efficient scheduling of work is in place to enhance safety, minimize process equipment downtime and operational costs.
- Ensure regular offshore visits in alignment with Campaign and Shutdown preparation
- Deputize for Team Lead where required.
Competencies
Education
Degree qualified or recognized technical qualification backup up by acceptable level of industry experience
Experience
• Minimum 5 years’ experience preferably in the petrochemical, refining, Oil & Gas exploration or similar Industries in a similar role.
• Experience of large-scale campaigns/shutdowns coordination preferably in the petrochemical, refining, Oil & Gas exploration or similar Industries
• Detailed knowledge of legislation/regulations relevant to maintenance campaign discipline
• Significant knowledge of offshore plant and equipment and maintenance systems
• Recognized level of expertise in campaign preparation and demonstrated project management skills
• Excellent communication and negotiation-skills
• Good knowledge of maintenance and inspection management tools (SAP module PM & MM)
• Fluent in English (listening, writing and speaking) and its technical vocabulary
• Medically fit to travel to offshore oil & gas platform
• Proficient in MS Office and general awareness of Primavera P6.
• Experienced and knowledgeable of campaign Management, packaged prepared and resourced as turnkey activities.
